P0140 / P2A01 DTC codes O2 sensor issues

I got the check engine light for P0140 and changed out the o2 sensor like it listed (Bank 1 sensor 2 post CAT) with an ACDELCO OEM 213-3908 . Cleaned the codes and the error returned. Checking the ODBII readings for the O2 sensors (I didn't realize i could do this before I changed it out) I'm getting a voltage of 0.0V to 0.8V for sensor 1 and a solid 0.4V for sensor 2. What should the voltage be, and also any other ideas on what the issue could be to through the P0140/P2A01 codes?

Sorry, don't know the voltages. Have heard a bad, new in box sensor being an issue. No exhaust manifold leak or something like that, is there? (Fishing for possibilities)

that would be very helpful thanks. I'm going to dig around more today to see if i can find something else. Maybe try another sensor as well.

OK figured it out, wires conduct better when they are one piece.
