That looks like the ( I forget which country) Police H3 picture someone posted years ago.

Is it made for the H3, does it come with instructions?

I've looked at these off and on the last couple months, still can't figure out if I like it or not. Ships from Russia, since it's fiberglass expect a bit of extra fitment and prep needed before having it painted.

I doubt that those LEDs will add any real lighting as they appear to be set in the housing without any reflectors. You'll just get a wide pool of undirected light, and there aren't that many LEDs there anyway.
